But now for your Convenience the Ministry of Road Transport & Highways has launched this online portal for the registration under the Guidance of Central Government.
Now the Citizens of India are not required to visit any government offices in roder to apply for a DL Learning License. They just have to to the official website and from there they can apply for it. Now people will get a driving license sitting at home. This will save a lot of time and money. Availability of DL Online will also ensure its Transparency in the System.

Apply Online for the Learning Driving License
You can Submit your Application for driving license online. All you need to do is visit to the Official website of the Ministry of Road Transport and Highways. Follow the steps below to Apply ;
- Visit to the official website of the Ministry of Road Transport and Highways. Click Here,
- On your left hand side, you will see option of ”Driving Licence”.
- Select ”Apply Online” option and from the drop down menu choose the ”New Driving License” tab.
- Now you will get the Instructions related to submitting the DL Application Form read this Carefully, and Click on ”Continue” Button,
- Next, you will be asked if you are holding a learner’s license , a foreign DL, or a Defense License. Tick the Correct box and Continue.
- Based on your Selection above, you will be asked for the Learner’s License Number/Foreign DL Number/Defense License Number,
- You also have to enter your date of birth in DD/MM/YYYY format.
- After filling up all the details, click on the ”Ok” Button,
- Then you have to fill all your personal details like your name, age, and address,
- After Filling all the details you will be asked to upload all the required supporting documents like address proof, age proof and Identity proof.
- You may be asked to upload a passport size photograph and your signature. Please keep the scanned copies for the same ready.
- Once your are done with uploading all the documents, you will be asked to select the timing for your DL appointment. Please select the date and the time according to your availability to visit the RTO and Appear for your DL test.
- Then, Just select your payment option and when done with payment, Submit your application form, your application will be submitted successfully for the DL Registration.
Documents Required for the Driving License
Following are the essential documents that is required to submit with the driving Licence Application form at the time of Registration.
- Passport-Sized Photograph
- Documents pertaining to the vehicle to be used for the driving Test.
- Driving School certificate
Address proof – Any one of the following Document is essential for the Proof;
- Ration Card
- ID Card
- Life insurance policy
- Utility bills like electricity, telephone bill or gas bill.
- State or central Govt. issued payslip.
Age proof : One of the following is essential,
- Birth Certificate
- Pan Card
- School matriculation certificate

Eligibility Criteria for the DL registration
- The Applicant needs to have a learner’s license, without a learner’s license one will not be eligible to apply for the permanent driving license in India.
- The Applicant should be 16 years old or more when applying for a two wheeler9With/without gear) license. Besides you should be 18 years old or above for a four wheeler license.
- Applicant should be permanent residents of India
- You should be 20 years old and above to apply for a commercial driving license. Additionally, Commercial DL needs the applicant to have qualified at least 8th class schooling.
How to check DL Application Status

- Choose the ”Application Status” Option from the Apply online Menu,
- Next, Enter your Application Form Number to track your Status Online

Process to Renew Driving License
- To Renew Your DL License, Visit to the official website of Ministry of roads Transport and highway,
- Now Take a Printout of DL renewal Application Form,
- After that you have to fill all the required Information in the form like your name, father name, driving Licence number, address, phone number etc..
- Now Attach all the required documents along with the Application Form,
- Next, Pay your Application fees
- After that, you have to submit this form
How to Apply Offline for the Driving License (DL)
- To apply offline for the Driving License registration you have to follow the Steps mentioned Below.
- Go to the Nearest RTO Office and get a driving License Application form,
- You can also download the Application form online through the Official website, and take a printout copy,
- Fill in the requested details
- Applicant’s Name &Father’s Name
- Permanent Address
- Educational Qualification
- Date & Place of Birth
- Your Blood Group
- Identification Mark.
- Then, Submit the Application form with the necessary documents and passport-sized photograph.
- Secure a appointment for the preliminary License Test.
- On Passing the first round of the test, a learning license will be issued that is valid for six months. During this time you should improve your driving skills and appear for the final driving test.
- You can apply for permanent driving license after a month of obtaining a learner’s license.
- After passing the final Driving Test, Your Permanent driving License will be issued to you.
Apply Online for the Learner’s License

- Now fill up all the basic details such as ; Your Name, Your Father’s Name , District, Postal code, Aadhar Number, etc..
- Then submit Scanned copies of your age and address Proof.
Documents Required for the Learner’s License
- Address proof – Any one of the following Document is essential for the Proof; Ration Card, Voter’s ID Card, Life insurance policy, Utility bills like electricity, telephone bill or gas bill.
- State or central Govt. issued payslip.
- Physical fitness Declaration (Form-1)
- Passport sized Photograph
- Age Proof – One of the following is essential – Birth Certificate, Pan Card, School matriculation certificate, Voter’s ID Card, Passport, Affidavit sworn before a public notary or a judicial magistrate and Medical certificate (Form1-A).
Process for the Re-Issue of expired Learner’s License
- Go to the Official Website of the Ministry of Roads Transport and Highways, Govt. of India
- On the Homepage, Select your Concerned State,
- Tap on the Learner’s License tab
- After that, Click on the Expired Learner’s License Option
- In a new Page You just have to enter your Expired learner license number and date of birth
- Then, Click on submit and a new form will appear in your screen
- Enter all the required documents asked to fill out and attach the essential documents along with it
- After that you have to click on ”Submit”. Your application form for the renewal will be submitted.
How to edit Learner Driving License Application
- Visit to the Official website of Ministry of Roads Transport and highways, Under Govt. of India,
- On the Homepage , select your Concerned State,
- Take a click on the Learner’s License tab,
- After that, you have to click on application edit (LL Only),
- Then, You will be redirected to a new page where you have to enter your Application Number and date of Birth,
- Now just click on the Submit Button,
- Your Application will appear on your screen, You can now edit the Application Form.
For Applicants from other States, they Can just follow the Below mentioned Steps
- Visit to the Official Website
- On the homepage, click on the online slot booking option in the sarathi services column.
- Click on ‘LL Test for Online Applications’ tab that opens and select ‘LL Test for Online Applications’.
- Enter the web Application Number and the applicant’s date of birth(in DD/MM/YYYY format),
- A Calendar with he available slots will open in a new tab, Select the date and check for availability before confirming the appointment,
- Click on the ”Confirm” button, and the applicant should be present at the test centre at the appointed time with the original documents and the acknowledgement.
Apply for New Driving School License
- Visit to the official website of Ministry of Roads Transport and Highways
- In the Homepage, you have to select your concerned state
- After that click on the ‘Driving School License’ tab
- Now Click on the ‘New Driving School license’ option
- Then, Click on the Continue Button
- Now on a new page you will be asked to enter all the required details in this form like the name of the owner, gender, date of birth, mobile number, address, vehicle details, staff details, school address etc.
- Now Upload all the required documents, and your signature and Photograph along with it
- Now, Pay the application fee and click on the ‘Submit’ Option
- Now you can apply for a new driving school license.
Candidate Enrollment for the Driving school License
- Go to the Official website of Parivahan Govt. of India
- Select the state that you are resident of, Then Click on the Driving School License tab
- Now, Click on the DSL Certificate enrollment option
- In a new page Enter the Learner License Number
- After that, click on Go and Your enrollment form will appear in the Screen
- Now Fill all the required details in this enrollment form
- And also upload all the essential documents along with application form
- Then, Click on the Submit button to Submit your Application Successfully.
Services On Driving School License

- In the Homepage, you have to select your concerned state,
- After that click on the ‘Driving School License’ tab,
- Click on Services on driving School License
- You will be then redirected to a new page where you have to enter Driving School license number and DSL owner date of birth,
- Click on get details and Your Required Information will appear on your Screen.
How to Cancel DL Application
- Visit to the official website of Ministry of Roads Transport and Highways,
- In the Homepage, you have to select your concerned state,
- After that click on the ‘Driving School License’ tab,
- Now tap on the others Tab option,
- Click on the Cancel Application tab,
- Enter application number and date of birth,
- Now click on submit and your request for the Cancellation of DL Application form will approved.
